Weird – by reading helpful online documentation, I discovered Arrange [ꜛꜜ] in Drafts (app) enables drag and drop of lines [or blocks (of text)][or sentences] within a draft.

This eliminates the burden of <copy> | <cut> paste interface especially in iOS.
